The pace bowler has claimed 309 wickets in 71 appearances with an stellar bowling average.
Australia's chair of selectors the selector has declared that pace spearhead Cummins will be a central figure in the forthcoming historic rivalry.
There were concerns that the veteran bowler might miss the series due to a persistent back stress problem that remained unresolved.
Earlier indications from the Australian camp suggested no official announcement had been made regarding whether he would play, with the extended contest kicking off on November 21 in Perth.
He revealed that his recovery is on track and felt positive about his chances of taking part.
"We're aware that the window is narrowing and multiple considerations around that, not just the physical problem, but further aspects," Bailey remarked.
"The outlook is good. [We are] really confident that he will feature a key capacity. Ideally from the opening match. Otherwise, then we'll pick it up."
Past Concerns
Cummins was ruled out the white-ball matches against both Asian and Trans-Tasman rivals last month after medical tests showed a lower back issue.
He has a history of recurring issues, with flare-ups in 2012-13, 2013-14 and 2015-16 forcing him out of multiple domestic campaigns in a limited period.
The bowler mentioned he would be proactive in his approach in his comeback strategy to ensure his availability for the contest.
The selector indicated that he did not know if the captain had resumed bowling as part of his rehabilitation but acknowledged it was "pressing" for him to be fit for the first Test.
Contingency Plans
If he's unavailable, ex-skipper Smith will assume leadership.
Versatile player Green was withdrawn recently from the ODI lineup for their ODI contests against the subcontinent side as a preventive step because of soreness in his side.
Bailey described it as a "slight concern and stated that Green will play in the domestic first-class competition, so will be "in a good place to resume bowling."
"Considerable effort has gone into creating the schedule for him to participate for the initial game as an dual-role player," Bailey explained.
"Originally, he'd only feature in the first two ODIs anyway. The way he swings the bat in limited-overs, even if it just sets him back for another day, we just made the decision to approach this more conservatively."
