Zelensky Asserts Absence of Clear Defense Guarantee from Partner Nations

Ukrainian President Volodymyr Zelensky says Ukraine's partners in Europe have failed to provide concrete pledges that they will defend Ukraine in the case of a future Russian attack.

"I continue to pose this critical question to every one of our allies and I have not received a definitive and straightforward response yet," he told reporters on Wednesday.

These remarks follow a day after Britain and France signed a declaration of intent on deploying troops in Ukraine if a peace deal to conclude the conflict with Moscow is finalized.

However, comprehensive defense assurances have not been agreed. The United States, which has been spearheading initiatives to halt the offensive, was reported to have abstained from signing such a pledge at discussions held in the French capital on the previous day.

Details of the Paris Talks

After the Paris talks, which included some 30 countries that form the so-called Coalition of the Willing, UK Prime Minister Sir Keir Starmer said the UK and France would "establish military hubs across Ukraine" to deter future invasion, while French President Emmanuel Macron later said thousands of troops may be sent.

Partner nations suggested that the US would assume a leading role in monitoring a truce. But the key issue of ceding land that Ukraine is being pressured to offer to Russia as part of the peace proposals are still being discussed.

The Russian government has not yet commented on the announcement made in the French capital.

Russian President Vladimir Putin initiated a comprehensive military assault of Ukraine in February 2022, and Russian forces currently controls about one-fifth of Ukrainian territory.

Zelensky's Shifting Tone

Sir Keir described the bilateral declaration as "an essential component of our dedication to support Ukraine for the foreseeable future".

He continued: "It establishes the pathway for the legal framework under which British, French and partner forces could operate on Ukrainian soil, securing Ukraine's skies and seas, and regenerating Ukraine's armed forces for the future."

The Ukrainian leader praised that agreement as a "huge step forward".

A day later, however, he seemed more cautious.

"I see the will, the political resolve, and that the partners are ready, and the partners are ready to give us strong sanctions, strong security guarantees," he said when questioned if European countries would come to Ukraine's aid.

"However, until we don't have such binding security pacts - formally ratified, endorsed by legislatures, supported by the United States Congress - this question cannot be answered. And should they materialize, you must ultimately depend primarily on your own strength."

Persistent Challenges and Fighting

Negotiations in Paris were also notable owing to the attendance of envoys from former President Trump's administration, Jared Kushner and Steve Witkoff.

Witkoff said the allies "largely finished" their work on agreeing security protocols.

Last week, Zelensky said a settlement was "ninety percent complete".

Questions of land and security guarantees have been at the forefront of outstanding matters for diplomats.

The Russian leader has consistently stated that Ukrainian troops must withdraw from all of Ukraine's eastern Donbas or Russia will seize it, rejecting any compromise over how to end the war.

The Ukrainian President has thus far rejected relinquishing any land, but has suggested that Ukraine could withdraw its troops to an established line - but only if Russia did the same.

Moscow now holds about three-quarters of the Donetsk region, and some 99% of the adjacent Luhansk region. The pair of oblasts constitute the industrial Donbas region.

It has been intensifying attacks against Ukrainian cities - particularly targeting power facilities. Russia has also made incremental advances in seizing additional Ukrainian land.

Ukraine has hit back at objectives inside Russia with unmanned aerial vehicles, though with varying degrees of effectiveness.
